Supporting and Affirming LGBTQ Children and Youth

This webinar will provide States with affirming information and supportive messages related to sexual development, orientation, and gender expression. The webinar will highlight best practices related to serving LGBTQ children and youth and will outline the impact of harmful practices, such as conversion/reparative therapies. To bring attention to this issue, one of the webinar participants will speak briefly about the SAMHSA report released in October 2015 titled, “Ending Conversion Therapy: Supporting and Affirming LGBTQ Youth.”
 

Presenters

Traci Tippett, L.C.S.W., M.S.S.W.
Traci Tippett works closely with the Children’s Bureau (CB) and other experts to shape and implement the national agendas for the Capacity Building Center for States’ lesbian, gay, bisexual, transgender, and/or questioning (LGBTQ) and workforce development priority areas. She also co-leads the State-Tribal topics priority area. One of Tippett's primary responsibilities is helping States and territories build capacity through the development and management of projects, products, and constituency groups. A former national child welfare consultant, trainer, curriculum developer, and clinician, Tippett has 24 years of child welfare experience and specializes in adoption, LGBTQ, foster care, trauma, and attachment issues.
Emmie Hinkle, B.S.
Emmie Hinkle spent 3 years in Wyoming’s foster care system and now is an advocate for child welfare, mental health, and the LGBTQ community. She has contributed to the National Youth in Transition Database (NYTD) and the Young Adult Training and Technical Assistance Network since 2011. Hinkle has served as an intern with FosterClub and the former National Resource Center for Youth Development, and she established her own LGBTQ support network.
Judith Glassgold, Psy.D.
Judith M. Glassgold is a clinical psychologist and an expert in sexual orientation and gender identity. Prior to coming to the American Psychological Association (APA), she worked on health policy in the Congressional Research Service, a legislative branch agency providing nonpartisan, authoritative policy analysis exclusively to the U.S. Congress. Dr. Glassgold served as a senior policy advisor on domestic social policy for Representative Sander Levin, chair and then ranking member of the Ways and Means Committee, and worked on the implementation of the Patient Protection and Affordable Care Act (ACA) and unemployment policies. She was a Congressional Fellow in the office of Representative Xavier Becerra (2009–10), working on health policy during the passage of the ACA. In addition, Dr. Glassgold served as chair of the APA Task Force on Appropriate Therapeutic Responses to Sexual Orientation (2007–09); as president of Division 44, the Society for the Psychological Study of LGBT Issues (2004); and as chair of the APA’s Committee on LGBT Issues (1999–2002). Dr. Glassgold held leadership positions in her State psychological association, serving as president of the New Jersey Psychological Association (2008) and as chair of the Ethics Committee. Dr. Glassgold has authored more than 20 publications on sexual orientation and gender identity and has presented extensively on these issues to professional and community organizations.
Brian Altman
Brian Altman currently serves as the Director of the Division of Policy Innovation (DPI) at the Substance Abuse and Mental Health Services Administration (SAMHSA), an operating division of the U.S. Department of Health and Human Services (HHS). As the DPI Director, Altman helps drive policy innovation in the field of behavioral health and provides policy counsel on major initiatives, such as SAMHSA’s budget and strategic priorities. DPI develops appropriate responses to policy inquiries from HHS, other Federal agencies, the White House, and external stakeholders. Altman also helps lead SAMHSA’s efforts related to regulatory affairs and the intersection of behavioral health with LGBT and aging populations. At SAMHSA, Altman previously served as the director of legislative and regulatory affairs. Altman graduated from Duke University, cum laude, with a B.A. in public policy studies and received his J.D. from Georgetown University Law Center.
Amanda Williams, L.C.S.W.
Amanda Williams and her partner, Deena Ruth, are foster and adoptive parents to teens, including those who identify as LGBTQ. Williams and Ruth have helped more than 20 youth in Florida’s foster care system in the last 5 years. In addition, Williams is president of her local Foster and Adoptive Parent Association and is the Independent Living advocate for the Florida State Foster/Adoptive Parent Association. Williams and Ruth have remained active in implementing the reasonable and prudent parent standard and Quality Parenting Initiative throughout Florida and at the national level. Williams also serves as a consultant to the Center for States, where she works on parent empowerment at the national level. Williams is a social worker in the geriatric community, and the couple spends its spare time advocating for the rights of disenfranchised children and families.

Participants must have paid tuition fee, signed in, attended the entire seminar, completed an evaluation, and signed out in order to receive a certificate. Failure to sign in or out will result in forfeiture of credit for the entire course. No exceptions will be made. Partial credit is not available.
